The development of quality control measures by the Western Library Network is described in detail.

Abstract

The Western Library Network software, installed at such libraries and networks as the National Library of Australia, the National Library of New Zealand, The British Library and the Universities of Illinois and Missouri, is also available through Biblio‐Techniques as a fully vendor‐supported system called BLIS. Currently installed at six major research libraries, BLIS supports an online union catalog; a catalog management facility, including authority control, acquisitions, and accounting control. Circulation and other modules are under development.

Abstract

Biblio‐Techniques, which was incorporated in 1980, developed a product based on IBM hardware, a commercial database management system, and the Washington (Western) Library Network software. The company's product was innovative and promising but complex and incomplete, and required further development. The company tried to bootstrap that development through up‐front fees from customers who believed in the product. However, the lack of coherent management doomed the effort to failure. This article presents a candid discussion of the rise and fall of Biblio‐Techniques, and details the remarkable relationship between it and its customers. The article is accompanied by four sidebars, two of which are contributed by former customers of Biblio‐Techniques.

Abstract

This study applies a model of systematic belief revision to examine the effect of the relation between current‐period unexpected earnings and prior‐period security returns on the current period relation between those unexpected earnings and returns. Cross‐sectional analysis blurs the effects of past information on current returns in a manner that makes it easy to overlook any dependence on historical patterns in this information. We show that the market responds to earnings innovations conditional on these patterns but does not respond in the manner predicted by the Hogarth and Einhorn (1992) belief adjustment model. Nonetheless, the results suggest that individual decision processes are detectable in capital markets data.

One of the common law duties owed by the employer is his duty to take reasonable care for the safety of his employee. This common law duty is an implied term in the contract of employment and is therefore contractual in nature. Because of the difficulties which may arise in bringing an action in contract for breach of the employer's duty of care, the employee who has sustained injuries during the course of his employment (although he may sue either in contract of tort will normally bring a tort action.
